By far the biggest expenditure will be the replacement of the windows. This is clearly the responsibility of the management company. However even with all monies outstanding being paid would not cover the work.
In the meantime those windows that have not been replace continue to rot, leak heat, cause condensation and mould

All the windows are in a severe state, with visibly rotten frames. None of them seal shut, the wind blows through when they are closed, and the gaps are so big that large black flies are able to crawl through and come inside via the window frames. One window is unusable completely as the hinge has recently dropped, and I'm scared that if I use it, the moving section of the window may fall off onto the street below. These windows are only going to get worse given the rotten wood is constantly exposed to the elements and I am genuinely concerned there will come a point where they will be completely unusable and/or fall out.
Also to state the obvious; coming into winter it is exacerbating my heating costs as I'm losing a lot of heat through the windows as the gaps make it impossible to retain heat efficiently.
I've had recent confirmation that the owners of other properties on the court are planning to get window replacements sorted together in order to bring down costs, and understand that they are keen for any/all owners and landlords to join the scheme as it will be beneficial to all. They do not want to wait for Howard's as it does not seem that they will ever get sorted via them, and the windows are rapidly becoming unsafe.
I understand they are looking to get quotes over the next couple of weeks, get as many landlords/owners to sign up and then get the new windows installed asap.
Can you confirm that you would be looking to replace the windows of this property in line with the other owners within the scheme?
I'd really appreciate it if this could be treated as a priority issue, as it is not only impacting myself, but will impact the property itself given they do not close fully and allow damp air through.
